The 14195 kHz Story

     Please, feel free to tell me everything, but DO NOT confuse me with the facts. After having read what recently has written to me an English woman and wife of a little-man and English "gentleman" with a very little "g", you will  agree with what we say here in Sicily: God creates them and among themselves they mate. Maybe who actually has written to me is this English little-man that I prefer to call "Robin" (also because according to what he writes on QRZ.com, he still lives "in a very small village in Sherwood Forest, the legendary home of Robin Hood") and not his wife as shown by the signature appearing on an e-mail originating from the e-mail address "allan.g0ias@binternet.com".

      Although as almost every Radio-amateur in Europe and not only, even this "radio-Robin Hood" had already read some articles of those many regarding IT9RYH and published by several international radio associations and although he also had already heard me explaining and repeating the reasons of my daily presence on 14195 kHz, he came on this frequency with his call-sign to boldly make his public telling-offs and, in order to better discredit me, he NEVER quoted the reason why I drastically had decided to use the "DX window" on a daily basis. This biased individual's wife maybe DOES NOT KNOW that he came on 14195 kHz several times to deliberately interfere me by his comments and telling-offs and NEVER MENTIONING that my already IRREVOCABLE DECISION not to comply with the "DX window" anymore, was the result of the already long-standing (2001-2003) jamming-campagn against me WHILE I STILL USED TO OPERATE ON 14188 KHZ +/- 5 KHZ.

      Maybe in his home Country such things are not important or, perhaps, for some ignoble reasons like him, this individual has deliberately NEVER NENTIONED that AFTER TWO YEARS of jamming and even intimidation addressed to my family, at the END OF FEBRUARY 2003, a threat of my life had been anonymously perpetrated by telephone to an innocent 14-year-old girl (I say fourteen !!), only guilty of being Nino's daughter. Probably this ill barbarian's wife DOES NOT KNOW yet that for an ignoble sense of his personal ham radio morality, her husband came a couple of times on 14195 kHz with his call-sign to simply let his interfering fellows hear his long and offensive telling-offs addressed to IT9RYH and show them how boldly he even dared call me "MUPPET", "CLOWN" and even "LIAR".

      I had lived some years around the world and almost one year in England but, with all respect for the English people, I NEVER happened to deal with such an English individual who looks at the speck of sand-dust in someone else's eye and pays no attention to the plank in his own eye. After many years from my visit to England, this unheard-of "radio-Robin Hood", has brought back to my mind that the English phrase "The pot calling the kettle black" corresponds exactly to what we say here in Sicily more expressively: "THE OX CALLING THE DONKEY HORNED".

     Admitted and conceded that the actual sender of the following e-mail was really the wife and not, as I believe, her little husband, I feel sure that this "gentlewoman" does not realise yet what a kind of little-man she married almost 50 years ago. However, unless her ill husband has NEVER TOLD her to have been boldly calling me "muppet", "clown" and "lier", I find rather strange that AFTER so many years from the beginning of the issue regarding the "sacred" frequency 14195 kHz, this eminent "gentlewoman" with a very little "g" on 28th August 2014 at 11:59 came to the idea of sending me the following e-mail:

I have sat and listened to you make DELIBERATE QRM on 14.195, when it is in use you just jump on and start to use it, as though it is your reserved frequency.

I am VERY PLEASED that you have not been on 20 meters for a long time, I was hoping that you had also like my Husband been ill..but I read what you have put about him and I am very upset.

It is true what English hams say about you, you are nothing but a LIAR and should be listed in one of the Worlds smallest Books...The Italian Book of War Hero's. It is easy to "FIGHT" on the Radio, you would not be able to do it with English Hams like you can with Sicilians, you would be told to stop being an idiot.

     Maybe this eminent "gentlewoman" has not sat and listened her "Pulcinella" husband when he came on 14195 kHz to arrogantly tell me: "Nino, you are a muppet and a clown", and not even when he came on this frequency to interfere again by calling me "donkey" and making the bray of a donkey repeatedly.

      I believe that this eminent "gentlewoman" has never sat and read what her illiterate and now even sickly muppet has written on the QRZ.com, especially not the LIE regarding the anonymous retransmissions of his voice. Here is what this woman's little husband shamelessly states on QRZ.com:

".....PLEASE UNDERSTAND ITS NOT WHAT WAS ORIGINALLY TRASMITTED BUT DONE BY A MORON WITH RECORDING EQUIPMENT AND DONE TOTALLY ILLEGALLY. WHAT HE HAS TO GAIN WHO KNOWS ?". 

     This English "lord" insinuates that someone has even manipulated his voice but he DOES NOT STATE, instead, that the retransmissions of his voice are true parts of his original transmissions only. Instead of shaming herself about the illiteracy evidenced by her ailing muppet on the QRZ.com and dedicate her time to the long-standing pathology afflicting her little "Robin Hood", by calling me "LIAR" and even "IDIOT", this mature gossip-monger is not only wasting precious time but she proves how true is Lucius Annaeus SENACA's Latin sentence: "IGNORANTI QUEM PORTUM PETAT NULLUS SUUS VENTUS EST" (The wind is never favorable to those who don't know where they are going).

      Not only because I am aware that English ladies are not like this woman but, primarily, for the profound respect that here in Sicily we have for women, on 29th August 2014 at 22:55 I dedicated the following answer to that little woman:

     Apart this recent e-mail exchange, every other previous fact regarding the 14195 kHz issue irrefutably proves that just after my first thirty years of proud participation in the International Amateur Radio Service of which the last two years daily spent on and around 14188 kHz (14185-14190 kHz), a group of arrogant and bully fanatics had started to rage against me only because by my daily presence on this frequency, according to them, both my partner stations and I caused "splutter" to the "guard-band" (14190-14200 kHz) of the "DX window" (14195 kHz). This same herd of alleged "gentlemen" that for as long as over twenty years is still continuing to be guilty of discrediting what world-wide is acknowledged as the highly reputable International Amateur Radio Service useful, among many other things, to the enhancement and development of relationship and the brotherhood among persons and people of different culture and language, between 2001 and 2003 started to rage against me and interfere more and more insistingly my QSOs.

     Apart jamming, this group of overbearing guys has also started to try to convince Radio-amateurs contacting or listening to IT9RYH, that my silence to their increasing jamming-campaign on 14188 kHz was the proof of my ignorance, that my politeness was the proof of my owe of them and that even my kindness and calmness were the proof of my weakness. However and despite everything, I ALWAYS CONTINUED to endure more and more interferences and provocations made by this actual gang of hypocrites and fanatics.

   After two full years (2001-2003) of enduring daily interferences and anonymous intimidation even to my innocent family, at THE END OF FEBRUARY 2003, a threat to my life has been delivered to my adolescent daughter by telephone.

    After two years of endurance, this has been THE ONLY EVENT which led me to adopt the zero-tolerance and OPENLY REACT in full compliance with the National and International Radio Regulations. In recognition of non-compliance with a custom and not with any Radio Regulation, from that moment on, I began my protest and whenever I found it free, I began to use, SOLELY and FOR AS LONG AS POSSIBLE, the frequency that as almost every other Radio-amateur, I too, had been respecting as an actual "DX window" for thirty years: 14195 kHz. 

     Many Operators may disagree about my decision, but the history of the highly reputable International Amateur Radio Service shall always testify that right upon the frequency which, as many other world's Gentlemen I, too, had A L W A Y S been respecting (1973-2003) as an actual DX-window, the EARNEST and RESPECTFUL part of our true Amateur Radio Community, similarly to David against the arrogant giant Goliath, has used a very hard Sicilian stone to sling and sink it deep into the exact middle of the forehead of an herd of alleged "gentlemen" and fanatic exhibitionists.

     All Radio-amateurs around the world at last are now fully aware that if in 2006 the IARU Region 1 has published a new "Band Plan" containing a striking innovation of a "Priority for DX expedition" AFTER THREE YEARS of unheard-of jamming-campaign, vulgarities, various immoralities and all kinds of ANONYMOUS  INTIMIDATION not only against an irrefutably legal Radio-amateur but even against his innocent family, it has been neither a coincidence nor a noble alternative, but it has been a subtle way to incite further Radio-amateurs and DX-fans to believe in the need to protect 14195 kHz +/5 kHz now allocated to "DX expeditions" only.

     As everybody (Radio-amateurs and non-amateur radio Operators) has ALWAYS KNOWN that the highest Authority coordinating the shared global use of the radio spectrum is the International Telecommunication Union (ITU), so have Radio-amateurs ALWAYS COMPREHENDED that if this specialized agency of the United Nations (UNO) has established a "NON-PRIORITY" status on frequencies allocated to the International Amateur Radio Service, the reasons are the ACHIEVEMENT OF A MOST RATIONAL, EQUITABLE, EFFICIENT AND ECONOMICAL USE OF THE RADIO-FREQUENCY SPECTRUM and the true nature of this highly reputable Radio Service itself: THE AMATEUR FREQUENCY SPECTRUM IS AN OPEN DOMAIN AND, THEREFORE, NOBODY OWNS A FREQUENCY.  Despite this  C L E A R  and  O F F I C I A L  ITU Standard, first the IARU Region 1 and later the IARU Region 2, have both devised a subtle "PRIORITY" on the frequency where for decades common sense had ALREADY permitted the International Ham Community to PEACEFULLY ADHERE to the operating custom known as "Gentlemen's Agreement".

     Unless brainless, no Radio-amateur worthy of this name would ever take for operationally wise to dedicate ten kilohertz to "DX expeditions" today, ten more kilohertz to stations located on Islands tomorrow, then a further ten kilohertz band-segment to low-power stations (QRP), ten more kilohertz exclusively dedicated to YL-stations and, why not, ten more kilohertz to stations operated by gay Operators etc. 

     Despite an immoral and meaningless first Internet petition ("International Petition against IT9RYH") proposed by a meaningless Scottish "gentleman" not even worthy to be named because technically incompetent and he first began his activity on the HF frequencies only one year after the beginning of my daily presence on 14195 kHz, and despite a second Internet petition (International Petition against IT9RYH and IK1JUO) proposed  by a preternatural Belgian "genius" from Meeuwen-Gruitrode* now aspiring to the "Nobel Prize" for having collected among two and a half millions world's Radio-amateurs, an impressive 0,0071 % of signers against those two Italian Hams (IT9RYH and IK1JUO) he boldly was calling "Italian bastards" over radio, the C O N S T A N C Y  of a Sicilian's legal protest on 14195 kHz has permitted to totally wipe away the alleged credibility of an ignoble flock of unheard-of "radio-Pulcinellas" and self-styled "gentlemen".

     Ever since the END OF FEBRUARY 2003, Radio-amateurs worthy of this name, but above all, the Italian and International Authorities, are daily witnessing how the LEGALITY of the Sicilian Radio-amateur and MANY HUNDREDS OF THOUSANDS of Radio-amateurs LEGITIMATELY contacting this LEGITIMATE Sicilian operator, has permitted to make fall on the face to the ground not only the flock of "radio-Pulcinellas" and self-styled "gentlemen" present on 14195 kHz, but also a mass of "radioscullions" represented by an alleged "watch dog" as the hypocritical IARU.

     Ever since the beginning of my OPEN and ALWAYS LEGAL form of protest (end of February 2003),  apart the many tomfooleries anonymously wide spread over radio by many "radio-Dastards", the Italian "ARI" and other International Radio Associations have energetically bustled by the publication of a lot of biased articles about IT9RYH and on several occasions it has even been ridiculously quoted that what actually kept "Nino" on 14195 kHz were his EXIBITIONISM and his ATTENTION SEEKING only (!). 

     An incredible tomfoolery has also been regretfully published even by the RSGB on the Web-site http:77www.rsgb.org/spectrumforum/pdfs/minutes/june07/SF_Minutes_09062007.pdf, but after I quoted it here on the QRZ.com, strangely enough, it has been cancelled. In the Minutes of the RSGB "Spectrun Forum" meeting  held at Lambda House Cranborne Road on 9th June 2007, you could have found something worthy reading :

"G3LAS informed that while IT9RYH had spent a number of years monopolizing 14.195 MHz, information had been received from OE1WHC which states that ARI recently took action against this station and the operator was severely reprimanded and fined. However, he has now turned his attention to the 14.260 MHz IOTA frequency. ARI will again take action if sufficient evidence is produced, and G3LAS proposed that the Spectrum Forum should request that the Society makes such a complaint. G3PSM said he had knowledge that the station had been inspected by the Italian Authorities and it seems that he was found to be operating within local licensing regulations. Further, DK2OM is aware of RSGB interest, and ARI President is likely to be helpful should RSGB wish to pursue this matter."

      Although I had already heard and read a lot of immoral lies against me, I was so intrigued by that news to such a point that on 7th February 2009 I decided to contact Mr. Wolf HARRANTH (OE1WHC) and ask him from  W H E R E  and  W H O M  he actually got that information about ITY9RYH. This Austrian radio-amateur and also Curator of the "Research and Documentation Center for the History of Radio Communications and the electronic Media" ("DokuFunk"), on 9th February 2009 kindly answered my e-mail and informed me that he remembered that the previous year (2008) at the "Friederichshafen Hamvenction 2008" SOME ARI REPRESENTATIVES PUBLICLY ANNOUNCED  that the "Nino problem" was finally solved and that I were reprimanded and fined. The intriguing one-year incongruity between the date of the Minutes of the RSGB Meeting and the date when the Austrian radio-amateur got the information, induced me to get in touch with two reliable ARI Representatives to make sure that there was not any date mistake.

    ARI President in-charge in 2008, Mr. Luigi BELVEDERI (I4AWX), on 4th January 2013 kindly answered my e-mail and informed me that NO ARI REPRESENTATIVES WERE PRESENT at the "Frierichshafen Hamvenction 2008"

     Mr. Graziano GRAZIANI (I0SSH) ARI President in 2013, on 5th January 2013 kindly confirmed that according to his search, NO ARI REPRESENTATIVE WAS PRESENT at the "Friederichshafen Hamvenction 2008).

     The above two statements have also been confirmed by an article written by Mr. Giordano GIORDANI (IK0XFD) published on the Web-site: www.ariroma.it/docs/vari/fried_2008.pdf . On the third page of his nine-pages article, Mr. Giordano GIORDANI (IK0XFD) had published the following information:

".... there were all Representatives of Europe and OMs from North and South America, from China and Japan, from United Arab Emirates, Israel, Russia etc., but ARI was missing."

     At the end of an accurate search relative to the period of time 2007-2012, I discovered several new lies against IT9RYH and that NOBODY HAS EVER REPORTED, either by Ham magazines or by Internet, that I had been reprimanded and fined.

I neither know the responsible for that ignoble infamy, nor I know whether the Divine Retribution exists, but if it does exist, I hope that the individual who wide spread that irrefutable false information be duly punished.

     HOWEVER, FOR ME IT IS ENOUGH TO KNOW AND TO HAVE THE OPPORTUNITY TO LET THE INTERNATIONAL AMATEUR RADIO COMMUNITY THE FOLLOWING :

        ON 9TH JUNE 2007 during the RSGB Meeting held at Lambda House Cranborne Road, Prof. John BUTCHER (G3LAS) reported that he had the information from OE1WHC:

       ON 9TH FEBRUARY 2009 OE1WHC stated in his answering e-mail that he had got the information when SOME ARI REPRESENTATIVES GAVE IT OFFICIALLY during the "Friederichshafen Hamvenction 2008";

    ON 25TH DECEMBER 2012 Prof. John BUTCHER (G3LAS) kindly answered my inquiring e-mail and wrote that though he could not remember the details of what had been said at a meeting held over five years earlier and whether he received the information directly or indirectly from OE1WHC, but he stated to have no reason to think that the Minutes were incorrect;

       ON 4TH JANUARY 2013 ARI President in charge in 2008, Mr. Luigi BELVEDERI (I4AWX) by his answering e-mail informed me that NO OFFICIAL ARI REPRESENTATIVE was present at the "Friederichshafen Hamvenction 2008";

          ON 5TH FEBRUARY 2013 OE1WHC in a next e-mail strangely enough he has changed his version. While on 9th February 2009 he stated to have got the information from SOME ARI REPRESENTATIVES WHO GAVE IT PUBLICALLY* five years later he stated to have got the information when HE WAS SURPRISINGLY APPROACHED, AT THE "DOKUFUNK" STAND, BY A LADY FROM ARI* who told him that since I was not a member of ARI they could  not do anything to stop me, but that I were REPRIMANDED (?) FINED (?) BY SOME ITALIAN AUTHORITY.

      ON 6TH JANUARY 2013 ARI President in charge, Mr. Graziano SARTORI (I0SSH) also confirmed that ARI WAS NOT OFFICIALLY PRESENT at the "Friederichshafen Hamvenction 2008".

       A shocking example of purest infamy comes from Ravenna, Guglielmo Marconi's home Region. You could have still found it on the Web-site :

     Now I want to refer about what has been stated on this Web-site on Thursday 12th July 2007 at 22:10:33 by Paolo ZAFFI (I4EWH), an Italian " entleman" (so to say) and " adio-amateur" (the "r" are actually there, but they cannot be seen because they are as small as this ignoble individual) that I want to introduce to those who may have never heard of this genius. If you read what this individual shows on the QRZ.com, you immediately and inevitably will perceive that he is not a common amateur radio operator, but a real Italian genius with not only a Web-site and a Blog, but he is even a holder of a North American call-sign. In a not too distant future, the peculiar " adio-amateur community" he belongs to, will elect him as the Italian ham by far more important than Leonardo da Vinci or, even, Guglielmo Marconi.

     What Little Pauly has dared write against IT9RYH comes from an out-of-the-common competence typical of a genius. Since he published his statements DURING the fourth year of my daily operation on 14195 kHz and TWO YEARS AFTER a "Routine Technical Inspection" performed by my national Licensing Authority, they must be based on his highly qualified observation over time of my conduct on this frequency. Like everywhere in the world, also in Italy and Sicily, when a man worthy of this name decides to publicly state something defaming someone, he takes full responsibility of his statement and, to avoid appearing infamous, he also provides irrefutable evidences. 

     Unless little Pauly was the ONLY European operator who had NEVER HEARD the many unidentified stations transmitting masterly recordings of my radio station with false identities all in an apparent attempt to discredit IT9RYH and incite further hatred against "Nino", this "radio-Pulcinella" from Ravenna must be a descendant of a particular family where he has been taught that evidences are unimportant or that they are to be kept secret. Even this unique and innovative genius from Ravenna, for some immoral reason, on 12th July 2007 he wanted to give his personal support to the already long-standing smear and jamming campaigns against IT9RYH.

PLEASE, JUST READ THE IRREFUTABLY IRREFUTABLE LIE THAT LITTLE PAULY HAS BOLDLY PUBLISHED ON THE WEB-SITE QUOTED ABOVE:

"Usually when a ham radio operator turns on the radio and wants to start calling CQ towards somewhere, he makes sure that the frequency is clear, and if there is already someone else, he moves. IT9RYH does  not do that, he places himself on 14.195 and starts calling, with no regard to whether someone is already using that frequency, as if it was his exclusive property. By so doing he does not violate any law, but if the other Europeans speak evil of Italians they do not always do it for malice".

     For some ignoble reason that anybody can easily guess, there has NEVER BEEN a single article of any monthly Ham Magazine published by Radio Associations that has EVER cared to inform its own members that after a five-hour "routine technical inspection" performed by the "Ispettorato Territoriale Sicilia" of the Italian Ministry of Telecommunications, ON 13TH SEPTEMBER 2005 IT9RYH and its Operator have been officially declared in FULL COMPLIANCE with both National and ITU Radio Rules. Good faith makes me believe that neither the Radio Associations nor the IARU itself may have ever played a whatsoever role in the decision of a National Authority to carry out an unheard-of "Routine Technical Inspection", but when just a couple of months later the IARU gives birth to its revolutionary "Band Plan 2006" for the Region 1 and two years later, it happily gives birth also to the twin "Band Plan 2008" for the Region 2, there is no good faith that can make me believe in a coincidence, especially not when irrefutable facts make me believe in an unequivocal IARU's "noble" (subtle) reason only.

     I want to remind the fanatics of 14195 kHz that EVER SINCE 2003, the World's Radio-amateurs have daily been witnessing that the Moral Authority "Associazione Radioamatori Italiani" (ARI) and, primarily, the confederation of national associations (IARU) which fools us by asserting to be "the watch-dog and spokesman of the International Amateur Radio Community" (by the way, may someone  let me know WHOM and WHERE this alleged watch-dog was on watch from 2000 to 2003?), by means of a single Sicilian's protest, both have managed to verify the reasons why the real Ham Community and the IARU itself CAN NEVER BE REPRESENTED by the well-known "radio-exhibitionists" and "radio-dastards" we all are hearing on 14195 kHz. World's Radio-amateurs have witnessed that the Sicilian "Nino" and many hundreds of thousands honourable Radio-amateurs with a capital "R", have managed to definitively cut off the head of a flock of arrogant individuals and irrefutably prove the reason why the real International Amateur Radio Community CAN NEVER BE REPRESENTED by those "radio-Marionettes" we all have been tolerating on 14195 kHz during the last few decades.

     Today I officially want to declare how profoundly I repent for having tolerated for THIRTY long years EACH and EVERY "radio-Marionette" hypocritically represented by an alleged "watch-dog" as the hypocritical IARU. As it is impossible to list all call-signs of the many "gentlemen" with a very little "g" and to whom I would very much like to remind something, I want to conclude by reminding just a detail to the ten boldest operators ever in the whole history of the European Amateur Radio Service:

ON4AEK* (OT4A*) and OH1JO, DH7SA, IZ1CRR, OZ3FD*   (OU5U*), DJ9RQ, G0IAS°, RK3AO, DL5AFN, I2ZGC. 

    I want to remind these stations' operators that by means of the Sicilian IT9RYH, NUMEROUS HUNDREDS OF THOUSANDS highly respectable Radio-amateurs ALWAYS in full compliance with the ITU Radio Regulations have managed to definitively cut off the head of a flock of un-educated "radio-Billygoats", arrogant "radio-Exhibitionists" and vile "radio-Dastards" with no attributes between their legs.

IN THE FACE OF EACH IARU's "BAND PLAN" AND IN THE FACE OF EACH JAMMER, DURING MY QSO's WITH NUMEROUS HUNDREDS OF THOUSANDS GENUINE GENTLEMEN RIGHT ON 14195 KHZ, EACH OF THEM HAS OPENLY EXPRESSED HIS OWN SOLIDARITY TO THE AMATEUR RADIO STATIONS IT9PZF, DJ0DF, IT9RYH AND THEIR PROUD SICILIAN OPERATOR: ANTONIO PACENZIA.
